Staff Messages: one page to send to a person, a group or everybody. The group picker counts from the live state when you send, never a saved list. Every message lands in the person’s Messages in the app and goes by email with the same text (a held cohort’s emails wait for the owner’s release; the in-app copy shows at once). Nothing goes without a person pressing Send, except the two approved automatic emails.
